On 18th February, the Japanese Cabinet has approved the Seventh Strategic Energy Plan, updating the nation's energy policy framework in response to evolving global energy dynamics since the Sixth Plan was established in October 2021.
New Power Generation Targets
The plan establishes ambitious shifts in Japan's power generation mix:
- Renewable energy to increase from 21.8% (2022) to 40-50% by 2040
- Nuclear power to expand from 5.6% (2022) to approximately 20% by 2040
Policy Direction Toward 2040
- The strategy acknowledges increasing power demand driven by digital transformation (DX) and green transformation (GX). It emphasizes that securing decarbonized power sources at internationally competitive prices is crucial for Japan's industrial competitiveness.
- Geographic Constraints: Given Japan's limited natural resources and geographical features (mountainous terrain and deep surrounding seas), the strategy aims to maximize renewable energy while maintaining a balanced power source portfolio.
- Energy Security: The plan calls for a robust energy supply structure that can withstand potential energy crises through comprehensive energy conservation measures, industrial fuel conversion and maximum utilization of power sources that contribute to energy security and decarbonization
Economic Rationality: Implementation will prioritize cost-effective measures while adhering to the S+3E principle (Safety + Energy Security, Economic Efficiency, and Environment), working to minimize cost increases associated with decarbonization.
Public Engagement
The plan received unprecedented public interest, with a record 41,421 public comments submitted during the consultation period.
